AMERICAN AMATEUR BASEBALL CONGRESS OKLAHOMA

By-laws

ARTICLE I. NAME:

This Association shall be known as the American Amateur Baseball Congress of Oklahoma. (a.k.a. AABCO)

ARTICLE II. PURPOSE AND INTENT:

   The Purpose of the Association shall be:

(a) To serve and regulate the Amateur baseball programs for youth of the State of Oklahoma as well as sponsoring groups under the jurisdiction of AABC.

(b) To coordinate the efficient use of facilities available to the Association.

(c) To supervise and regulate personal within the association, including umpires, managers, coaches, players, participants and all interested sponsors.

(d) To raise funds for the assistance and development of the local baseball programs through memberships, sporting events, or other means deemed appropriate.

(e) In general, to correlate and coordinate the endeavors of members and other interest groups in promoting the advancement and growth of Amateur baseball programs in Oklahoma, and to stimulate a grater application of the principles of good sportsmanship through team activities.

ARTICLE III. MEMBERSHIP AND DUES:

Section 1. Membership in the American Amateur Baseball Congress of Oklahoma (AABCO) shall be open to any organization or people devoted in whole or part to sponsoring, promoting, or encouraging amateur baseball and are members of AABC.

Section 2. Application for membership shall be made by filing with the State Association and/or National office with appropriate documentation.

Section 3. Member leagues shall submit to the President and/or Secretary a legible copy of their respective Constitution and/or By-Laws and slate of officers annually.

Section 4. Members of this Association may have all rights and privileges removed by a majority vote of the board of directors with just cause.

Section 5. Dues shall be $15.00 per team per year for the National dues and $10.00 additionally for AABCO. Dues payable by June 1, for all divisions.

Section 6. Dues and team registrations are to be turned in to the President of AABCO prior to June 15. Team registrations not so received shall not be eligible for participation in any State or Regional tournament. NOTE: Registrations are not to be sent to directly to the national office by local organizations/leagues.

 

 

ARTICLE IV. GOVERNMENT AND MEETINGS:

Section 1. Control of the Association shall be entrusted to the board of directors and its officers. The board of directors shall consist of the President and commissioners of each member organization. All age divisions of AABC shall be eligible for representation upon the board. The officers of this Association shall be the President, Vice-President, Secretary and Treasurer. The office of Secretary and Treasurer may be one or two officers as determined by the board. The Association officers need not be a league President but must be a member of the American Amateur Baseball Congress of Oklahoma.

Section 2. The board of directors at a September meeting, held on or before the 15th of the month, in the odd years, (example: 1993, 1995,) shall elect officers to serve a term of two years. Officers may succeed them selves in office. For election of officers only` each member organization shall have one vote per age group registered with the national AABC office. Vote by proxy, to be legally accepted, shall be in writing and received by the Secretary or their designate at the election site.

Section 3. An annual meeting on or before the 15th of March, of each year shall be held. The President may call special meetings of the Board at any time, however at least fourteen (14) days notice in writing shall be provided to each board member. An emergency meeting of the board may be called by the Secretary upon request of one-fourth of the board, with at least seven (7) days notice given to all board members being necessary.

Section 4. An Annual meeting on or before June 20th shall be held to determine tournament sites, and other necessary items to run the state tournaments. Member organizations shall be notified, in writing at least fourteen (14) days in advance of such meeting.

Section 5. All meetings of the board of directors shall be presided over by the President, or acting President. Robert’s rules of order shall govern conduct at all meetings. All resolutions, issues and decisions shall be determined by a majority vote. The presiding officer shall vote only in cases of ties. A majority vote of those present shall constitute a binding act of the Association. Each member organization shall have one vote only.

Section 6. An AABCO board of directors may appoint and/or designate persons to represent them at any meeting. Such appointee shall be a member or officer of their respective league board of directors. Such appointee shall have full authority to vote on any and all matters other than election off officers. Such appointee shall have their name submitted to the President and/or Secretary prior to any called meeting either by phone or in writing.

Section 7. The President, with the approval of the board, appoints such committees as are deemed advisable and necessary. All such committees shall make reports of their meetings, recommendations and/or decisions to the board of directors.

ARTICLE V. DUTIES OF THE OFFICERS

The Duties of the officers shall be as provided by these By-laws and as directed by the board of directors.

Section 1. The president shall be the chief executive officer of the Association. He/She shall preside at all meetings of the board of directors and shall see that all resolutions and decisions of the board are carried into effect. He/she shall execute all contracts or other instruments in writing on behalf of the Association, serve as ex-officio as a members of all committees, enforce the provisions of the Articles of Association and these By-laws, and perform such additional duties as are incidental to his her power as the executive officer of this Association.

Section 2. The Vice President: The vice President shall, in the absence of disability of the President, perform the duties of the President, as the board of directors shall direct. The Vice President shall replace the President for the remainder of his term due to a vacancy of the office of President. An election shall be held within one year to fill the office of the Vice President.

Vacancy shall be defined as a voluntary removal from office by written notice, or an absence of Presidential duties being performed as determined by a majority of board of directors at an emergency or special meeting.

Section 3. The Secretary shall be responsible for the transcribing of accurate minutes of all board meetings and shall have charge of all records, minutes, reports and other papers pertaining to the Association. He/she shall keep an accurate roster comprised of the names and addresses of the members and see that each new member receives a copy of the By-laws. He/she shall perform such other duties as may be determined by the board of directors.

Section 4. The Treasurer shall have authority to make disbursements of funds, not to exceed $500.00 in any single disbursement. Any disbursement over $500.00 must have prior approval of the board of directors.

Section 5. The Treasurer shall have custody of all of the funds of the Association and shall keep full and accurate records of the receipts and disbursements in books belonging to the Association. He/she shall deposit all monies and other valuables, in the name of the Association funds, which shall be cosigned by another authorized person. He/she shall present an accurate account of all Association transactions and current financial condition of the Association at all meetings and/or upon Board Request.

Section 6. All Officers of the Association handling funds of other property of the Association shall at the completion of their duties, turn all papers, documents, funds and/or other Association property over to the President and/or Treasurer.

ARTICLE VI. national meetings and conventions

 

Section 1. The President shall have the voting rights for the Association at any AABC meeting and/or convention. The President may be reimbursed for expenses for expenses incurred for the annual AABC National meeting upon delivery of proper receipts and which the Board of Directors approves.

Section 2. At the September meeting, the Board may determine that funds are available to allow two (2) additional persons to attend the national meeting. The intent is to allow one person from the eastern district and one from the western district to attend with the President. Member Organizations shall be chosen to attend on a rotating basis as determined by the board. However, individuals shall be members in good standing with AABC.

ARTICLE VII. GENERAL POLICIES

Section 1. The Association shall be operated on the funds, derived from membership, special sports events, or other means deemed proper. The Board of Directors shall determine the amount of membership dues.

Section 2. Proof of age: Certificates of live birth shall be copies from the Oklahoma Department of health, showing legible evidence of an affixed seal and signature. Hospital records, except in extreme cases and within AABC guidelines shall not be acceptable as proof of age. All AABC guidelines for identification shall be followed.

Section 3. AABC and AABCO deadlines shall be adhered to or appropriates penalties shall apply.

Section 4. No Player shall play with more than one AABC team at the same time. Example: A player may not play for one (1) Kofax team and while still a member of the Kofax team play for a Mantle team.

Section 5. Play shall be defined as participating.

 

ARTICLE VIII. TOURNAMENT MANAGEMENT

Section 1. Regional tournaments – AABC host sites shall agree to and sign an AABC Regional tournament agreement. AABCO will assist to the best of its ability and at the direction of the board of directors the host site.

Section 2. Clemente, Mantle, Mack, and Musial divisions shall have one (1) state tournament for all leagues.

Section 3. Willie Mays, Pee Wee Reese, and Sandy Kofax Shall have two (2) state tournaments at two (2) sites for all leagues. There shall be an eastern state tournament for teams in the Tulsa area and a western tournament for teams in the Oklahoma City area.

Section 4. Winners of the eastern state tournament and the western state tournament shall represent Oklahoma at the Regional tournament.

Section 5. At any Regional tournament that allows a third Oklahoma representative, there shall be a play-off game between the eastern and western second (2) place winners to determine who will attend the Regional site.

Section 6. Site of the one (1) game play-off shall alternate between an eastern and western site. The play-off game shall be on the eastern side during the even numbered years (example: 1994, 1996) and at a western site during the odd numbered years. (Example: 1993, 1995)

AABCO shall contribute $100.00 to each second (2nd) place team to assist in Regional expenses.

Section 7. Host state tournament sites shall not be obligated to award the bid to the winning team if that team will be attending a Regional tournament within the state of Oklahoma at a site that is within the same tournament area (eastern or western) as the state tournament was held. The highest bid shall be awarded to AABCO.

Example #1: The winning team of the Kofax western state tournament would not be awarded the highest bid if the Kofax Regional tournament is held within the Western Oklahoma area.

Example #2: The winning team of the Reese eastern state tournament would be awarded the highest bid if the Kofax Regional tournament were held within the western Oklahoma area.

Section 8. State Tournament Bidding Process

Roberto Clemente. A coaches meeting to be held prior to the tournament to determine the number of teams involved in the tournament. Teams will not be bracketed if a representative from that team is not present at the coaches meeting. State tournament brackets to be drawn up at the time of the coaches meeting. AABCO will add to the site bid contribution of $250.00 for a winning team.

Willie Mays A coaches meeting to be held prior to the tournament to determine the number of teams involved in the tournament. Teams will not be bracketed if a representative from that team is not present at the coaches meeting. Any team who fails to show up after being involved in the bracketing shall pay a forfeit fee in the amount of $200.00 prior to any state play of their respective organization. AABCO will contribute $250.00 to the winning team to help assist in Regional expenses.

Peewee Reese A coaches meeting to be held prior to the tournament to determine the number of teams involved in the tournament. Teams will not be bracketed if a representative from that team is not present at the coaches meeting. Any team who fails to show up after being involved in the bracketing shall pay a forfeit fee in the amount of $200.00 prior to any state play of their respective organization. AABCO will contribute $250.00 to the winning team to help assist in Regional expenses.

Sandy Kofax to follow the same rules laid out for Willie Mays and Peewee Reese.

Mickey Mantle Same as Peewee Reese.

Stan Musial Same as Peewee Reese.

Section 9. State tournament provisions

AABCO host site shall agree to and sign an AABCO tournament agreement in which said host site agrees to provide a minimum of the following.

  • A) Host site shall notify President of host team selection at least one (1) week prior to the start of the state tournament.
  • B) Scorekeepers, scorebooks and at least two (2) new baseballs for each game.
  • C) $100.00 payable prior to signing for the purchase of trophies.
  • D) List of at least four (4) registered AABC umpires to be available for tournament duty.
  • 1) Provide at least two umpires per game.
  • 2) AABCO recommends three (3) for the championship game.
  • 3) Minimum pay of $15.00.
  • 4) Umpires shall wear AABC patches.
  •  
  • E) Concession, telephone, and bulletin board within facility. No alcohol.
  • F) Admission charges per day shall not exceed:
  •           1) Three (3) dollars adults.
  •           2) Two dollars for students ages 1 – 12.
  • G) Shall provide at least three tournament passes for each participating team.
  • H) Shall be responsible for team housing.
  • I) Tournament Director shall be available at all times during tournament and:
  • 1) Shall appoint two (2) AABC members to serve as a three person Tournament committee, with the Presidents approval.
  • 2) Shall preside over the tournament committee on all protests (rule interpretations or eligibility).
  • ARTICLE IX. TOURNAMENT RULES

    The Playing rules shall be the official rules of the AABC except as set forth in the following:

     

    Section 1. Regional tournaments – managers and coaches shall not be required to wear uniforms. Coach’s apparel is recommended. Any apparel that is deemed inappropriate by the Tournament Director and/or the President shall be removed upon request. An example would include but not be limited to material that suggests tobacco or alcohol products.

    Section 2. No footballing at any regional tournament exception is Stan Musial.

    Section 3. Number of teams participating in each age group is to be submitted to the President before June 20th, in writing.

    Section 4. Tournaments must be played in accordance and in compliance with approved AABC double-elimination bracket: deviations shall not be permitted under any circumstances.

    Section 5. Protests may be filed in two instances:

  • Rule interpretations (not judgment calls).
  • Player eligibility.
  • 1) Protest on rule interpretations shall be filed immediately, before the next pitch or a runner is retired. Tournament committee shall make a ruling before play resumes.
  • 2) Player eligibility protests shall be ruled on by the tournament director prior to the next scheduled game. Games may be delayed for eligibility ruling.
  • 3) If a Player is found to be ineligible , said player shall be ineligible for the remainder of the tournament. If a team is found to have played an ineligible player the last game shall be declared a forfeit and not a bye.
  • 4) All protests shall be filed and accompanied with a $50.00 deposit to the tournament director and/or any tournament committee member. If such protest is upheld the deposit shall be returned to the protesting team manager or coach. If such protest is not upheld, said $50.00 shall remain with tournament director for deposit in the tournament fund.
  • Section 6. An y player, manager, coach, or fan ejected from a game by an umpire: must immediately leave the playing area and may not return for any reason until the next scheduled game. If the same person is ejected a second time he/she will not be allowed to participate in the remainder of the tournament. Failure to comply with this rule will be forfeit of game.

    Section 7. Host site sanctions, probations, suspensions, banishments, and/or other forms of discipline shall be in effect during any AABC tournament.

    Section 8. A game shall be a forfeit to an opposing team any time a team is unable/refuses to place nine (9) players on the field within (15) minutes of the game time being announced.

  • Forfeited games will be considered a win not a bye.
  • A forfeit fee of $200.00 shall be paid to the host site within thirty days after conclusion of the tournament. By the bracketed team who forfeit.
  • Section 9. Mercy rule shall apply for all games except the championship games. A game shall be complete any time after five (5) innings a team has a 8 run lead, 41/2 innings if the home team has the 8 run lead.

    Section 10. No footballing.

    Section 11. Two (2) hour time limit shall apply for all games except Championships. An inning begins as soon as the third out is made in the previous inning. An inning begun shall be completed unless the home team is ahead.

    Section 12. Teams shall flip a coin, in the presence of a tournament Protest Committee Person to determine home team prior to the start of game time.

     

    ARTICLE X. AMENDMENTS

    These By-laws may be amended by the majority vote of the board of directors at any regular or special meeting.
